Hi Jeff,

I propose to change the version of OCNIDS.h & ATMIDS.h
which are in pkg/atm_ocn_coupler, and to add something
like what is in model/inc/SIZE.h, to prevent to compile.

It's clear that when compiling the ocean, I will need 
OCNIDS.h, but cannot add atm_ocn_coupler to the pkg list,
so that a 2nd version of this file will be needed for the ocean.
And to be sure that the 2nd copy (for the ocean) is the same
as the one used by the coupler, I like this idea of the 
"share_code" dir. And in this case, I am not going to use the 
first copy of OCNIDS.h from pkg/atm_ocn_coupler.
Adding those line (to prevent to compile) in 
pkg/atm_ocn_coupler/OCNIDS.h
will guarantee that it will really be the case.
