[MITgcm-devel] masks in obcs_apply_ts.F and pkg/seaice

Martin, I have gone ahead and modified definition of pkg/seaice HEFFM mask to 
correspond to the OBCS T/S mask.  This fixes the problem I was having with 
pkg/seaice and OBCS ... but, shouldn't this information also be available to the 
GRID.h variables?  It's a bit weird to set T=S=0 and yet hFacC and maskC report 
that this is a valid "wet" point.  If you agree, I can transfer the this mask 
information from seaice_init_varia.F to ini_masks_etc.F
