I was looking at this line:

We cap sea-ice thickness prior to calling SEAICE_BUDGET_ICE.  Not sure what 
impact of this will be on HEFF.  I will take a look at model output prior to 
blow-up when I get in the office.

Is "SEAICEadvScheme = 1" supposed to be more stable than "2"?
