Jinlun, what exactly is A22?  Some sort of minimum sea ice area used in routine 
groatb.F?

There is following problem with growth.F freshwater flux computation over open 
water:

1) open water for this computation is defined according to AREA(I,J,2,bi,bj)

2) but AREA(I,J,2,bi,bj) has previously been set to a minimum of A22 (0.15) in 
groatb.F

3) this affect PRECIP and (with EVAP fix) EVAP over open water.

Fix: store AREA(I,J,2,bi,bj) prior to calling groatb or use AREA(I,J,1,bi,bj)?
