ostres updates overlap regions for surface wind stress and interpolation from 
B-grid to C-grid.  It also contains test code for ice stress 
SEAICE_TEST_ICE_STRESS_1 and is a placeholder for a correct formulation of 
ice-affected wind stress down the road.
