Jinlun, I have same problem that Matt has.  My setup is too expensive to allow 
for much experimentation.  Configuration I use right now is described here:

Relative to ice, I use C-grid with LSR, SEAICE_deltaTdyn=deltaTmom=1200.
I use the latest fixes to EVP and HSNOW except for flooding and advection.

I do plan to construct a smaller test domain, today hopefully, where I can 
experiment a little more freely.  Specifically, as a minimum I need to test and 
incorporate hsnow advection and need to experiment with timing, stability, and 
accuracy of EVP or of setting SEAICE_deltaTdyn=3600.
