My suggestion is that information about range believed to be reasonable 
be added to SEAICE_PARAMS.h but that we leave default values unchanged 
for time being, until we have a bit more state estimation experience 
with pkg/seaice.  But happy to be overriden if you feel strongly about 
changing these values.

Same comment as above.  But should we remove the "cancelling" factors of 
two from the code?

Jinlun, what is your opinion?
