Hi Baylor,

I fixed few rA/rAz in mom_vi_hdissip.F that were wrong and
responsible for exp/dome failing. I also return to the previous
formulation (no sqrt(grdVrt^2) when useFullLeith=F) to get the same
truncation.

the Pb with exp/global_ocean.cs was fixed when you changed PARAMS.h
so that now everything should be OK.

One more thing: can you update doc/tag-index with some comments
about the things you added ?
