[MITgcm-devel] changes in pkg/diagnostics

Hi,

I did some changes in the diagnostics pkg, that now allow to use
the same diagnostics in several different files with different
frequencies (or phase).
I checked a lot of different combinations, and things seem to work
but it's hard to cover the full range of diagnostics. So, if you see
something strange, let me know.

Dimitri, with this new code, some of the diagnostics you added
are no longer necessary (and could be removed later), e.g. UVEL_k2,
VVEL_k2, since you can just select UVEL & VVEL and levels(1,X) = 2.,
and it will write out the same things.
