[MITgcm-devel] negative diagnostics freq

Hi Dimitri,

I spend quiet a significant time to change the snap-shop
from the diagnostic pkg to be like they are, and you
want to put them back (by the way, there is not "history" about
this feature since it has been recently added).

I would like to take the time to review the pro and con
of this, and we can decide after (we already change 1 time,
it would be nice not to change a 2nd one and then realize
that it needs to be changed a 3rd time).
