Hi folks,

The test for netcdf has been in genmake2 for some months now.  I've
modified it so that it removes the "mnc" package in cases were the test
compile fails.

I've also removed the test-run of the netcdf executable since some
(admittedly, rare) machines are cross-compilers and which will _always_
fail to execute.
