[MITgcm-devel] how to handle -lnetcdf

Hi Patrick,

I've removed all of the "-lnetcdf" link additions from the "basic"
optfiles.

This fix is even easier (and better) than what we discussed a few
minutes ago.  Basically, one should only ever specify a "-lNAME" in an
optfile if the NAME is something other than the standard name.
