There's a bug in the initialisation of
minimum KPP boundary layer depth.
minKPPhbl is set in kpp_readparms.F to be
minKPPhbl = drF(1)*0.5
but drF(K) is only set afterwards in S/R ini_vertical_grid
Thus, minKPPhbl is always zero, leading to a too slow
establishment of a boundary layer.
I am going to move it to kpp_init.
(It may be somewhat debatable anyways whether a
drF(1)-dependent minimal depth is at all meaningful.)
