Hi Chris & Jean-Michel,

As Jean-Michel has pointed out on numerous occasions (including our
discussion yesterday), the initialization sequence should be reviewed.
As it stands, the MNC package needs "useMNC" set before any calls to
INI_GRID(), MON_INIT(), etc.  And the current order of initialization
does not allow for it.

So we have few choices:

  1) make PACKAGES_BOOT() happen sooner

  2) leave "useMNC" where it is

  3) do something else...

So what do you want?
