>From my point of view, I see a (other) reason why use{pkg} should
be in PARAMS.h and not in {pkg}_PARAMS.h
Otherwise, we would have to include (within #ifdef ALLOW_{PKG})
the {pkg}_PARAMS.h(s) any time a S/R from this pkg is called.
For instance, packages_write_pickup_now will have 10 additional
included files, and potentially, a conflict between 2 differents 
parameters (from 2 different pkgs) that have the same name.
