Patrick, I apologize for all the check-ins.
Two things that were urgent for pkg/seaice
1) fixing ocean/ice asymmetric time step so that Martin
   is not forced to work off the main branch
2) implementing asymmetric time step for solver/thermodynamics
   to speed up cube sphere integrations
The remaining check-ins are documentation API-reference related.
Should I hold off on these for a while?
