Fine but the CPP flag still exists and can be used in the boot process.
Isn't it better to have one flag than two? Anyway, I said it's not a
priority and so ...

exch2 cannot be a standard pkg because it needs to be turn on before
entering the standard package boot. so having use_exch2 in data.pkg would be
useless.
