Jean-Michel, great spot!

rAz is used for scaling the biharmonic coefficient in
mom_vi_hdissip.F

It's also used in mom_vi_calc_relvort3.F

Not sure whether the edge values are active, but they
are computed outside (1:sNx+1,1:sNy+1)
