Martin, et al.  I will take care of of sorting out pkg/seaice
time stepping as per Chris' message.  It was on my list of
things to do.

Didn't Jean-Michel already show that it's OK under one time
stepping scheme (forget the name) but not for Adams-Bashford.
Way back when I tried putting temperature adjustments to
bring mixed layer depth to exactly freezing point, I got
oscillations, especially during initialization.  But haven't
tried this test for about three years.
