Yes - indeed it does make more sense. I bet someone will put an FC=pgf77 or
NOOPTFILES= in gm_local oneday soon. Still a shame about the name (which is
why I didn't get it). I mistakenly thought the gm_local was a product of
genmake2 like gm_state and gm_optfile.

Another thought is that package configuration should be associated with the
code mods. Currently, we can't build the code correctly elsewhere from
input/ unless the run-time input data is linked first which doesn't make
sense.
