[MITgcm-devel] IEEE flag

Hi Alistair,
With the addition of the IEEE flag to the OPTFILEs, I broke the IEEE
handling. For the the new-style optfiles (eg. linux_ia32_g77), both
testreport and genmake2 were always selecting the non-IEEE settings.
The latest check-ins on branch-genmake2 fixes some of these problems but
now seems to give new compile errors (see attached). So I'm looking
into it.
