I wonder if some of these dependencies/interactions could
now be specified within the pkg_groups and pkg_depend files?
For example, in pkg_groups

	ecco_group : oceanic ecco exf ctrl cal autodiff

and in pkg_depend

	exf +cal
	ctrl +exf
	cost +ctrl

etc.  Or is this already part of your longer answer?

Also, this one for Ed, some packages have different dependencies
depending on how they are configured.  For example, seaice requires exf
and cal when SEAICE_EXTERNAL_FORCING is defined.  Any elegant way to
take care of this?

Just discussion at this time, not high priorities.
