Concerning those monitorFreq, we can leave them
like they are now. It's not very important, 
and I agree than 2 monitorFreq could be confusing.

I remember that for the momentum, the CD_scheme
becomes less simple with the forcing out of the AB.
(and I did not test this part with high frequency 
 wind-stress)

for this surfaceTendencyTice:
you can try not to use it in SeaIce pkg.
But i really would like to be sure that everything is running fine 
before getting rid-off this array.
And for freeze_surface, I would prefer it to keep the form
of an adjustment, but we can discuss this point later (if 
both sea-ice pkg works well without a theta adjusment).
