Ok, I think its done.  There are now three groups in the CVS tree:

  cvsadmin: contains all users from both of the following groups
  gcmpack: main developers
  gcmctrb: folks allowed to commit to $CVSROOT/MITgcm-contrib
    (includes all users from gcmpack)

and the following works:

  setenv CVSROOT :pserver:cvscontrib at mitgcm.org:/u/gcmpack
  cvs login
    ==> cvscontrib
  cvs co MITgcm_contrib

And please note that pserver is read-only -- folks still need a local
account to write.
