[MITgcm-devel] exf_bulkformulae: [u/v]wind vs. [u/v]stress

Hi there,

I'll make a change to the exf_bulkfomulae
in order to handle the [u/v]wind vs. [u/v]stress
correctly.

I will assume [u/v]wind at input to be at
tracer points (I guess that's weather centre's output).
The bulk formulae will calculate everything on
tracer points (as is).
The missing piece is to shift to S/W points.

Please let me know if there are objections.
