Seems pretty straight forward:

 o create a cvscontrib group
 o create a public cvscontrib account with * password
 o create other individual accounts within the cvscontrib group
 o change permissions on a contrib directory and other appropriate areas

The idea *is* to not let anyone except devel touch the main code area?
BTW, CVS is non-destructive and we are quite expert at sorting out Chris'
boo-boos - I don't think we need worry about loosing the repository...
