add the option to compute no-slip du/dy, dv/dx (i.e. 
the offdiagonal strain rate e12) by a second order approximation 
on the boundary; works only with JFNK, KRYLOV, or EVP solvers, because 
it is too messy to implement for the implicit LSR matrix. 
SEAICE_2ndOrderBC = .FALSE. by default
