Update of /u/gcmpack/MITgcm/pkg/exf

Log Message:
- enable to compile without pkg/cal.
- make minimal changes to enable to run with useCAL=F ; this involves 
  setting directly {FLD}StartTime instead of {FLD}startdate1 & date2
