  - change default for opening scratch files to avoid STATUS='SCRATCH'
  - close scratch files with STATUS='DELELTE'
  - you can revert to old default by setting USE_FORTRAN_SCRATCH_FILES 
    in CPP_EEOPTIONS.h
This serves as a test to see, whether this works for
all tested platforms. If it works we will change the default for all
namelist files to avoid FORTRAN-scratch files, as they cause problems
on some platforms
