STEP 4/4 to bring code to gencost framework:
e. add appropriate [if] block for dependency of [conc,deconc,exconc] costs. relatedly, re-order [de,ex]conc calculation to reflect increased level of dependency.
f. cleanup variable names, add comments for ease of read.
DONE verifying: (i) stand-a-lone seaice area (conc) cost is identical to that used in generic_cost.F, (ii) preproc(1)='variaweight' works both here and generic_cost.F and produces identical results.
