  - remove code that resets useThSice in S/R seaice_readparms and
    replace by a warning in S/R seaice_check
  - remove parameter MULTDIM, replace with nITD and runtime
    parameter SEAICE_multDim (still hard-wired to nITD if
    SEAICE_ITD is defined)
