Log Message:

=> introduce 20 year testreport framework

- testreport_ecco.m is the instrumental matlab script
- testreport_write.m allows for creation of reference result (mat file)
- testreport_*.mat are reference results

=> testreport_checkpoint64t.mat differs from testreport_release1.mat
   simply due to an update in pleiades processors (now ivy bridge) whereas
   results changed in testreport_checkpoint64v.mat due to MITgcm revision
   (due to seaice code I think). Thus
