change argument list:
- pass atmospheric CFC fields as argument and return air-sea CFC flux (instead
  of surface tendency).
- put arguments in standard order: myTime, myIter, myThid
notes: file "cfc11_surfforcing.F" is derived from cfc12_surfforcing.F using
 the sed commands:
