Log Message:

- add second optional parameter doMSKOUT : if doMSKOUT (default 1)
  is set to 1 then first detect closed regions lacking
  data points to extrapolate from (e.g. abyssal canions)
  and restrict mskOut to MSKOUT accordingly. This addition
  improved my processing of T/S atlases, and makes code safer.
- remove unused time stepped version.
- add some documentation.
