reorganize seaice_lsr.F to be able to reuse more code:
  - new subroutines seaice_lsr_tridiagu/v
  - introduce loop bounds i/jmin/max to be able to use a restricted
    additive Schwarz method, but not used for now.
  - rename SEAICE_CALC_LSR_COEFFS into SEAICE_LSR_CALC_COEFFS
