document changes in shelfice_thermodynamics.F:
  - fix exponents for velocity dependent exchange coefficients: change 
    from 2/3(=0) to 0.66666666666666667
  - move computation of velocity dependent exchange coefficients into 
    separate loop, so that it applies to both thermodynamics
  - move some divisions by constants out of loops
