- if not mitgcmuv_ad : no need for checkpointing loops or
 tape definitions, so we remove them. This alleviates the 
 need for (nchklev_1*nchklev_2 .lt. nTimeSteps) in fwd runs.
- add AD_CONFIG.h and test for ifdef ADJOINT_RUN.
