Log Message:

- remove SEAICE_DISABLE_HEATCONSFIX bracket in SEAICE_PARAMS.h
  (was causing a FAIL in lab_sea evp) and seaice_readparms.F
- add a stop in seaice_check.F in case SEAICEheatConsFix  = .TRUE.
  while SEAICE_DISABLE_HEATCONSFIX is undef.
