- attempt at making ad 1D_ocean_ice_column test more useful
  by omitting layers of negligible sensitivity (see 2011 
  oct 13-20 MITgcm devel thread).
- failure e.g. on baudelaire with g77 is suspected to be
  an artifact that could disappear with this change.
