fix S/R CTRL_SMOOTH:
- add argument "myThid" (+ fix bi,bj loops and includes EEPARAMS.h) 
- change type of argument "mask" from _RL to _RS to match the calls to this S/R
- includes CPP_EEOPTIONS.h (instead of CPP_OPTIONS.h)
