cleanup of part 4 (d_AREA computation)
- remove d_HEFFbyFLOODING in LEGACY branch
   (has not been computed at the point when d_AREA=0).
- move FENTY_AREA_EXPANSION_CONTRACTION 
    within EVOLUTION branch where it belongs.
- add a MAX in EVOLUTION branch which is needed
    since SEAICE_DO_OPEN_WATER_MELT was added.
- abbreviate a few comments.
