'evolution' branch fixes. No effect on verification 
exps results, which all use the 'legacy' branch.

- introduce SEAICE_OCN_MELT_ACT_ON_AREA to switch on/off the 
  ocean heat contribution to sea ice cover reduction.
- revise SEAICE_DO_OPEN_WATER_GROWTH that now works ok.
- treat the case of area but no ice/snow.
