1) fix ice apparition scenario in case when 
   SEAICE_DO_OPEN_WATER_GROWTH is defined. 
   Matters for evolution branch only.

2) avoid extensive recomputation in case when 
   SEAICE_MULTICATEGORY is undef. 
   Issue had appeared in v1.98. No additional lines.
