Change the discretization from finite differences to finite volumes.
This version has all metric terms. 
The file contains a second "seaice_lsr", that is the old version that 
we would like to keep for testing as long as the new code is not
fully tested. Clearly not very beautiful. Turn on the old version with
the CPP-flag SEAICE_OLD_AND_BAD_DISCRETIZATION
