1. compute ustar from stress^2 that has been averaged to mass points (as
   in exf_bulkformulae)
2. fix serious bug: (1/3) in Fortran is not the same as (1./3.). This
   has lead to serious issues in the wind fields that came out of this
   portion of the routine
