3 good reasons to remove this S/R with pieces of forward_step.F inlined:
- a pain to maintain.
- call to DO_WRITE_PICKUP (from forward_step.F) is missing: this is 
  why restart test failed
- call to DO_STATEVARS_TAVE (from forward_step.F) is missing: this is 
  why output files tFluxtave & sFluxtave are full of crap.
And more important: it does not change the results.
