Restore meaning of special values for the shift input argument to older values:
-1 means do not draw coastlines, 0 means draw coasts with no shift using m_proj.
Add new special value: 1 means draw them using draw_coast with no shift
Also - modify grph_CSz the same way and modify routine which call either grph routine
