o catch the case when PTRACERS_Iter0 is different from zero (that is, when
  ptracers are initialized from a regular file, even when the model is
  restarted from a pickup-file).
  - for this I had to reorganize obcs_init_variables to make all
    ptracers stuff separate from the rest
  - experiments do not break
  - 5+5=10 works.
o add comments, remove a few obsolete ones
